Sorry, no, that is a lousy way to do it. That is the way it gets done in Mexico City and in the banana republics. The reason is that while you assume the market is actualy a free and fair market; in fact it is not.

New York has had a lot of success with a regulated housing market, and I see no reason to change that. Within that regulated model, New York has slowly moved away from the public housing tower model (though of course they still exist) and toward a mixed model.
