Legalizing it would bring forth every reject in the city. Probably less then 2% of the 70s/80s graffitti had any "artistic" value and as you said we paid to have it removed so that we don't have it see it. If it was any good we would have kept it and made it a tourist attraction. Instead it was driving them away by giving the impression of a city out of control. |
