Sorry, David, but you're wrong.

Arverne by the Sea has been in the works for quite a while. You don't put a development like that up overnight. The City council has been trying to lure developers to the Rockaways for decades and now they are succeeding. The 2003 Capital Plan was put together knowing that these developments were coming, but the trigger was not pulled on the construction until after the development began construction.

The Capital Plan reflects projects the MTA Board has approved for its funding priorities, but that does not mean they all get done, or all get done on the intended schedule. Wiuthout arverne by the Sea, the Rockaways project woiuld probably have been deferred another few years.

"White Plains Road and Broadway/BMT line stations led MTA/NYCT to realize that the Rockaway stations can all be done simultaneously while the funds were being allocated for this work."

MTA has "realized" that since the 1960s. They just didn't have the money to do it.
