If you look at a list of the NYPD Transit District, an overwhelming majority of them are located within IND Stations. Perhaps the large mezzanines, and the TAPD's origins with the IND led to this. The A line alone has 3 of Manhattan's 4 Districts and 2 of the 4 in Brooklyn. Some of them nearly step on each other, example D-11 at 161/Yankee Stadium is a couple of stops from D-3 at 145th/St. Nick, same can be said for D-30 and D-33 in Brooklyn, they're 3 express stops apart. For some crazy reason, D-20, which serves the majority of Queens is located at a local stop, Briarwood-Van Wyck. I think it has to do with the need for paking vehicles (there's ample parking space near this station), and being between the Jamacia BMT and the Queens Blvd. IND than serving a major hub. That outfit, used to work out of the Broadway-Roosevelt Complex, which made great sense in terms of serving large numbers of riders, but perhaps the TA couldn't find room in its expansion plans of the station, or the PD had other ideas.
