On the contrary, the Dispatchers are doing what they can to keep service running out of Flatbush Avenue as well as possible under less than ideal circumstances. When they swap trains, it's because the train that's supposed to be the next one out is missing or late. Let's say it's 5:00 PM. A #2 is supposed to leave at 5:02, but there's no train waiting at the #2 platform to cover that trip. A train is about to enter the station, but it's a #5 that's supposed to leave Flatbush Avenue at 5:06 PM. The train that's supposed to cover the 5:02 PM #2 trip is at Beverly Road. The Dispatcher would have the #5 come into Flatbush Avenue on the #2 side and leave as a #2; the #2 behind it (which was supposed to be in front of it) will then cover the 5:06 PM #5 trip (although it might leave a minute or two late).
