'When it's been built and/or it successfully competes with air travel without governmental interference'You can't build any highway, railway or airport without government 'interference'. You need compulsory purchase (in US English, eminent domain) powers to get the necessary areas of contiguous land assembled before you can start, and there is an obvious relationship between transportation facilities (whether publicly or privately funded) and land-use policies. |
