I don't think HSR can compete with driving on most levels

Why not? Commuter rail competes with driving. No highway in the USA is going to let you drive at 200 mph (and in Germany, who does allow that, HSR still competes nicely).

Please stop with the either/or canard. Europeans and Japanese drive a lot as well, and enjoy the same kind of slavery freedom. And they take the high-speed trains.
