how about city pairs in Russia eventually linking with city pairs in east Europe and eventually Western Europe?. Furthermore, in areas with long distances PARTICULARLY, high speed FREIGHT rail may be a solution for bringing goods to market over long distances. Any passenger service which shares such a network would have to be HSR. If Russia pulls its head out of its butt and lets capitalism operate (within limits of sanity, NO laissez-faire) all of this could happen.
