The criteria is distance. HSR makes sense when one endpoint is only a certain distance from the other. European countries are much more suited for inter-city HSR because they are closer together. HSR in the U.S. would only work where population densities are similar, and that limits it to the Northeast, California and some parts of the midwest. |
