MTA actually DID do roto-rooter and pump repair after the LAST major subway disaster. But when you get three inches and the system can only handle 1-1/2 AND the sewers can't handle more than 1-1/2 either, then if there's another deluge - even with everything working - there's no place to pump the water TO. :( |
