Here in Kansas City too. There is a coordinator in the Kansas City MO police department who collects and hands out off-duty assignments. KCPD mandates a minimum hourly rate to have an officer, in uniform, be a security guard at your store.

While he/she is at the store, he/she is in full uniform, armed and has access to the police radio net. The fee charged covers liability too (ie you pay for the officer, and for the privilege of the city's liability to cover you. The officer has immunity from lawsuit due to the tort claims act or equivalent legislation, but the city could still have to pay a claim if the officer did something stupid like beat the crap out of a customer for no reason etc.). The officer then gets paid out of that fee.
