If the locomotive brakes are used alone, be they dynamic or friction, there would be some run-in of slack which would be jostling to the the following cars.

EXCEPT that passenger equipment uses tight-fit couplers that do not allow for run-in or stretching of the consist and so would not transmit these forces to the passengers.
