There are fewer C's than V's.

This is true, but neither one is an issue in reality. The A and F run the same # of trains. Schedule A's and F's to arrive together. The issue exists because it's not a normal service pattern.

Canal St. is staffed with people who know how to handle that kind of junction.

And People at Jay st don't know how to handle simple switching operations? Yes, they do.
