The original IND signal designs were "Line Case" which means the signal equipment is distributed along the right-of-way in cases every few hundred feet next to a signal location. All circuits run case to case.

Interlocking controls begin and end in the line cases, but all of the "brains" are in the interlocker in the tower and the adjacent relay room, like a mainframe computer with I/O.

So losing the tower relay room disables all of the signals it controls, but if you don't need to USE the interlocking, you can bypass it, and just run case to case in the field, which is what was done. The switches are permanently secured in the straight rail position, and the formerly interlocked signals now work as automatics. That's why Bergen took longer - the switches needed to be used to route the F and G.

It's easy in principle, but as they say, the devil is in the details.
