How are the highway authorities going to get the money to build replacement bridges?

That's their problem if they want the road to cross the railroad.

Not to mention plenty of locations where road bridges would not work.

Tough. Unless it's a cul-de-sac, there should be no recompense.

The fact is that some grade crossings will always be around.

But railroads need real teeth to minimise their number.
