The determination of where a new fleet goes is a very political process. In addition, you need to look at the physical condition of the assigned shop. How much upgrading will it need in order to support the new fleet. Finally, you also need to consider that people, in general, do not like change. Many people who ride the 'D' train may not be happy giving up their familiar and reliable R-68s for the smaller R-160s. |
