I have one reason why turn-around time is not a good measure of performance. When a car is removed from service due to a defect, while the idea is to repair the defect and get the car back into service, many other things take place. The mate or mates are not considered OK mates. They are checked - top to bottom for function of key systems as well as ammenities such as lights, heat/AC, PA etc. In addition, if we have any fleet-wide mods or programs, these may be addressed as manpower and the needs of service may dictate. The ultimate goal/philosophy is to put a car back into service that is as reliable as it can be. Hence, I never allow a car to be turned around fast for the sake of speed.
