The hardest part of the MDBF equation to understand is the determination of what delays are charged and what delays are not.

There are delays that are not charged? No wonder the NYCT does MMBF numbers much better than the T!

Although I am thinking you mean things like if it is a signal failure then it's not charged.

Then there are borderline cases where passengers repeatedly hold a door and eventually cause the door to fail, and this might or might not get charged.

The T charges every car related incident (cab signals, propulsion, doors, air, brakes) except for vandalism where the schedule hit is more than 4 minutes.
