Trains are cleared out before they enter relays no matter what, whether or not the tracks they use are revenue tracks.AIUI, there is a total of one exception to that policy: City Hall loop -- because trains have to go straight from Brooklyn Bridge to Brooklyn Bridge, with nowhere else to go or come from (aside from the two layup tracks), so the risk is really no greater than on any other mostly empty train traveling between stations. |
