Phase two was suppose to built in tandem with Phase One...and opened a few years later...likewise along with the super express as early as the 90's. The MTA plan outlined the removal of the EL as early as the dawn of the 70's..and it was "fought" tooth and nail to keep it running untill the new subway was finished...
