David is refering to stations along the line.

I think that is open to interpretation. David refers to "coming into a terminal", "going back" etc. I take that to mean a terminal and not an intermediate station.

An extra track at intermediate stations can be used to increase capacity beyond the theoretical 40 tph limit. However, NYCT currently operates far below that limit.
