Despite the interminable anti-transit jokes which any monorail related thread engenders, who said anything about converting the entire subway system to use a monorail? I believe the issue was that if the 2nd Ave Subway was going to remain unrealized well into this century then it might be better for the people of 2nd ave and the UES if the M15 was supplanted by a monorail running down 2nd ave, moving the transit there off the street. Admittedly it'd be hard to get past the NIMBYs and such, just as the 2nd Ave subway is proving to be, but there is the chance that it could be done before the 2nd Ave subway would be done. The 'problems' of compatibility inheirent in monorails would not be all that big a deal, since the SAS is only supposed to have 2 lines run on it anyway, the T being a monorail won't kill the system. Such a monorail could serve as a backbone for monorails running crosstown on 23rd, 34th, 42nd, 57th and 125th or something, thereby eliminating the need for most of those bus lines which would parallel them.
