In rail, it is not a matter of 'quietness' but proper transfer of energy from wheel to rail with minimal friction and maximum adherense. The size of a differential to be inserted in a 2400 pound + wheel/axle assembly would be humoungous. In the 1920's, somebody got an idea that a variable gear transmission in steam engines would allow for maximum transfer of power by shifting gears.
Short lived...even todays most technologically advanced 'green trainsets' use fixed axles and gear ratios. RRCI Peter
