In rail, it is not a matter of 'quietness' but proper transfer of energy from wheel to rail with minimal friction and maximum adherense. The size of a differential to be inserted in a 2400 pound + wheel/axle assembly would be humoungous. In the 1920's, somebody got an idea that a variable gear transmission in steam engines would allow for maximum transfer of power by shifting gears.Short lived...even todays most technologically advanced 'green trainsets' use fixed axles and gear ratios.
