I've found no support for a SEPTA photo permit in the Pennsylvania State Code. Furthermore my emails to SEPTA on the issue have gone unanswered. As such, I see no reason to NOT take non-flash photos on SEPTA property. And in fact, every time I visit I DO take photos on SEPTA property.
