If he was, he would have noticed that the worst thing on the subways was not crime, mechanical troubles, or lack of funding, it was graffitti. Graffitti was the single worst problem in the subway. Had it not been allowed to take root, the system still would have been broken, unsafe and unreliable, but this wouldn't have matteres, because it would have looked nice. |
