Numerous arteries cross the Stevenson (?) and Dan Ryan expressways in Chicago as well. It doesn't make them any more convenient for prospective passengers in the immediate surrounding neighborhoods.

Granted, bus lines do help, but those are most effective when people must travel a moderate distance in order to reach the subway (and if that's the case, the placement is irrelevant.)

I don't see how building an elevated line over an expressway would be any cheaper than building an elevated line over, say, Northern Boulevard. Of course, you'd have more room to use with the expressway option, but you'd also have to build numerous overpasses and stairways as well as actually making stations larger than they'd need to if they were built over a regular street.

And none of these proposals has even the remotest (is that even a word) chance of being built, so I think it's a safe assumption to completely disregard the NIMBY aspect.
