No, you miss the point. I'm not saying that photography is only a slight terrorism risk -- I'm saying that photography is not a terrorism risk at all. Terrorists do not stand in public areas taking pictures with full-size cameras.

Londoners are very serious about terrorism. That's why they don't waste their time worrying about photographers.

The public needs to be educated of this fact, and the police need to respond in kind. If I told a cop that I thought the guy sitting on the train across from me was a terrorist because he was listening to an iPod, would he confront him, demand ID, and confiscate his iPod? Of course not. Because there's no reason whatsoever to suspect him of terrorism. Just as there's no reason whatsoever to suspect a photographer of terrorism.
