The owner of the board isn't a cop any more according to this article:

Former New York Police Department (NYPD) officer Edward Polstein believes he blogged his way right out of a job. Polstein, an 18-year veteran of the force, created a website in 1999 after he had repeatedly been passed up for promotions he felt he earned. He wanted to express himself and came up with the title NYPD Rant, using the screen name "Polecat." The site became a forum, mainly for disgruntled law enforcement officers. NYPD Rant took off, becoming so popular that it averaged about 60,000 hits a day. That is a lot of people with a gripe. Since Polstein's dismissal from the department, however, those numbers have dropped by about 20,000, probably because of those who are frightened the site will be policed, turning their private ranting into a public dismissal.

NYPD Rant at one point displayed a photo of Police Commissioner Raymond Kelly that morphed into Popeye and then into Adolf Hitler addressing his storm troopers. These displays have since been removed, but the site lives on, even though Polstein's NYPD career has not.
