I have noticed that Eastern European systems suffer from grafitti to a greater degree, particularly on the trains themselves. I assume that this is a result of lacking money to remove it as soon as it's applied, which is the norm in the UK at least.

Neither systems are anywhere near as bad as the photos of the 1980s depict New York to be, however. Tagged cars/units are unusual but not overly so.
