Because he only wants to put double deckers on some lines, which can't go to Grand Central, or Flatbush (well that's irrelevant for Port Washington, but you get the idea).Currently they have the flexibility in the schedule to ssend any electric train anywhere. Everyone gets direct Penn at rush hours. I believe everyone even gets direct Brooklyn. Add double deckers to that, and you lose that flexibility. Not to mention having to design two different sets of cars, and more than half the people will still have the "m7" seating anyway, as they have to still order them. |
