The proposal is for a change to the rules, not for a change in operating procedures. End doors will not be locked unless they are retrofitted with both remote unlocking devices and windows that can be popped out by passengers in an emergency, and that's not going to happen. (All 75-foot NYC subway cars have both features.)

Ever notice that 7 trains are never made up of two five-car sets and a single? Now you know why: passengers in the single would be trapped unless the cab in the next car is folded up.

Don't get me wrong -- I don't think that moving between cars should be illegal. But it will still be physically possible, and my hunch is that the cops won't bother enforcing it.
