As to the constitutionality of the ADA requirements, protecting ALL residents, citizens whose taxes support the transit/transport systems is well within the powers of the Fed Gov. As an historical note, San Diego's first batch of LRVs were deliberately bought w/o Fed money so they were not accessible. All subsequent cars were built to US standards in order to receive Fed funding.Further note, the provisions for wheelchair users turn out to be useful for parents w/babies in strollers, seniors w/laundry carts as grocery shopping aids, thus your derisory 1% vastly undercounts actual riders taking advantage of user friendly design. At 82, I use escalators, elevators wherever available. if you live long enough to need same, perhaps your attitude may change. quoting Spock, "live long and prosper" |
