With the closing of the river tunnels it became obvious that lower Manhattan would have to be evacuated by boat. When the call went out virtually anything in the harbor that could float showed up.

Normally there would be four Staten Island ferries in service. Using all available manpower three more boats were put in operation.

New York Waterways mobilized their entire fleet.

Circle Line Sightseeing Yachts added two
boats to the three in service and even sent “barkers” into midtown to inform passengers.

All lines suspended fare collection.

Total Evacuations by Boat are as follows:

New York Waterway – 158,500
Staten Island Ferry – 50,000
Circle Line – 30,000
Spirit Cruises – 8,000
Tugboats – 5,000
New York Fast Ferry – 4,000
Other Dinner boats and cruise vessels – 3,000
Seastreak – 3,000
Harbor Patrol Boats – 3,000
USS Army Corps of Engineers – 2,000
VIP Yacht Cruises – 1,800
Fox Naviagation – 1,300
Fireboats – 600

Total – 272, 539. Granted some of these figures are best guess estimates.
