Many times the train operators punch correctly and get presented with the wrong line-up and take it. Now everybody is in trouble including the dispatcher for not supervising their towermen. This "full stop" rule came about not from downtown but from the individual line superintendents long ago. It would be up to "downtown" to over rule, but they haven't. CBTC will correct this along with the tower operators, much fewer, relocated to the OCC. I am not defending anything here, I'm just telling you how it works. |
