Thanks for posting this document, Stephen!
I saw it mentioned in a news report yesterday and I wanted to find it.
What's interesting and ironic to me is that ideas for alleviating congestion at Rogers Jct. and DeKalb Ave. frequently have been discussed in the internet subway fan communities.
