There's is or was something similar on the Lex Grand Central. They use chillers with a fan. The water comes from GCT, as a result of the renovation.

The cooling at Grand Central Lex goes back to 1999.

But it still involves cool air blown onto people. If I understand "radiant cooling" it involves warm area radiating from sweaty passengers.
