To clarify further, the company who issued the RFP does not wait for a response from interested companies who wish to submit a proposal unless it is a two step process where they send in their qualifications first which are then evaluated. Those who make the cut, can then submit a proposal. This appears to be a one step RFP process where qualifications and proposals from interested parties are submitted and evaluated as part of the same process. |
