The conceit here is that it would cost $1 billion a year to make buses free, but instead that money, provided every single year+matching federal funds, could be used to build this program over 40 years.They weren't going to get that billion for free buses anyway, so it's all moot, but it's 40 years: Ground was broken for the IRT subway in 1900. By 1940, pretty much the entire subway as it presently exists was built. If we still had the same can-do attitude we did back then, we could build an entire new subway, a "second system" if you will. |
