Perhaps they had a long-term plan to do what eventually occurred, which is the merger of the IND and the BMT and the adoption of the IND letter scheme for both? After all, the BMT route numbers were not even publicly listed on the old Hagstrom maps, and many BMT cars, like the Standards, did not list route numbers at all.
