It almost sounds as if the DC streetcar project was deliberately set up to fail. It was probably suggested and the powers that be gave it an OK in such a way that when it did fail, they could say “well, we tried but it didn't work.” NYCTA has done similar things with experimental express services on certain lines by making the service so unattractive that nobody will use it thereby justifying its abandonment. |
