Yep! Larcenies become "lost property". Complainants become "uncooperative", all in the quest to lower the numbers so they're not at the podium at COMPSTAT having to explain.

These allegations have been going on for 25 years now.

OK, so maybe 30% of crimes were downgraded 25 years ago. But you can't downgrade 100% of crimes.
