I thought due to the sub stations not being completed by opening day, there was a GO in effect for short trains and one one motor per axle pre-war R units only on the line. These photos clearly show R-16s with full trains and dual motors per axle.

Perhaps the R1/9's draw more current than the R-16's ?

Maybe randyo knows for re.
