They can load sandbags or such to simulate passengers. That's a standard practice. Maybe someone didn't wanna bother.I know when they do a 5 year elevator safety test, they bring in heavy weights to simulate passenger capacity. But do they actually simulate a capacity load when testing new subway cars? |
