That sounds like what happened when the myrtle el was torn down. When the IND took over Fulton, the old structure remained for 2 years before it was completely demolished whereas Myrtle was razed almost immediately. That was because there was local, opposition to shutting down the el and the city wanted to make sure that the el was removed as quickly as possible so that if any lawsuit were successful, both the city and the TA could point that restoration of the service would be prohibitively expensive because the el was no longer in place and would have to be rebuilt from scratch. |
