Only 53% of Queens residents live within 1/2 mile of an existing subway entrance. The is substantially lower than Manhattan's 98.5%, Brooklyn's 86.5% and the Bronx' 82.8%. I did not mention Staten Island because the MTA's Open Data site for station entrances does not include the SIRT.

The IND's 1929 Second System consisted of 100 route miles, of which 52 would have been in Queens. Had any of it been built, it would have addressed this deficiency and provided service to the areas of Brooklyn and the Bronx that lacked walk to subway access.

The Second System's goals have been forgotten in subsequent expansion plans. The proposals have placed service in areas that already enjoyed walk to train access.

The Elmhurst LIRR station reopening illustrates this diversion of funds to areas that already have more than adequate transportation.

The Elmhurst LIRR reopening will not provide any additional 1/2 mile access to anyone. The Queens-wide median distance to a subway station is 0.431 miles. It will remain 0.432 miles. More importantly the median distance will remain at 0.899 miles. This disparity between mean and median suggests that a significant number of Queens residents live a long way from a subway station.

The statistics are not much better for the area within 1/2 mile of the Elmhurst LIRR station. The population is 67,488, according to the 2020 census. All live within 1/2 mile of an existing subway entrance. It will provide some benefit to those living on top of the LIRR station. The mean distance to the subway will be reduced from 0.124 to 0.120 miles (21 ft). The median distance will be reduce from 0.107 to 0.106 miles (5 ft).

All this improvement for an estimated $60 million (up from $33 million about 5 years ago).
