I think that is 25th Avenue on the West End line. Southbound platform looking North. The street sign is Bay 38 St, and the building on the right hand side with the odd shaped roof is FDNY Engine 253.

I believe you're right. I don't know if this train is dead heading to Coney Island yard or in service rerouted to Cone Island.
