This photo of 7 Av from 2012 shows how terrible it looks, even with the new panels, but it's not water damage. When the panels were installed, they used too much putty in the seams between the panels and it oozed out and smeared immediately and was never cleaned off. One such smear is next to the train operator's window. Note also the condition of the ceiling paint. It's one of the ugliest and most depressing stations to wait at.
