On the R-1/9s, I think those side signs were just neglected. I don't think I ever saw a single backlit side sign on them after 1968. Now, those that were transferred over to the Three Stooges Division had their light bulbs and circuit fuses removed. In fact, the new side roller curtains that were printed didn't have circular holes cut in them the way the original IND curtains did. In order to gain access to the light bulbs, you had to crank the curtain all the way to one end or the other until the cutout holes showed up, at which point you reached in and unscrewed the light bulb. You had to take the bulbs out before pulling the sign mechanism out of the sign box.
