Two not-yet-completed commuter rail projects that I am sure WFH has made largely irrelevant are East Side Access and double-tracking the LIRR Ronkonkoma line. Daily commuters want single-seat rides and minimal walking/subway riding once in Manhattan, and furthermore are highly time-sensitive. Off-peak recreational riders, not so much.
In fact, if ESA and Ronkonkoma were much earlier in the construction process, and certainly if they were still in the planning stages, it might be best just to call them off.
