Vast majority of crews don't know how to operate prewar cars, also I don't think C/Rs would want to go from their comfy full width cab to standing between the cars to their jobs. I think the new crews that got recently qualified on those Arnies voluntarily asked to get qualified on them, it's not mandatory like it is on the remaining SMEEs and NTT.
